S1348, a bill to provide for comprehensive immigration reform and other purposes.

This bill was introduced on May 9, 2007, by Sens. Harry Reid (NV), Edward Kennedy (MA), Patrick Leahy (VT), Robert Menendez (NJ), and Ken Salazar (CO). This bill is currently being debated in the Senate.

Key provisions of the bill include:

  • tougher border controls;
  • strengthened effort to stop the employment of undocumented workers;
  • contingent upon border controls -- granting of temporary legal status to illegal immigrants who entered the U.S. before January, then allowing them to apply for residence visas and citizenship;
  • also contingent upon border controls -- implementing a temporary worker program that would allow 200,000 immigrants per year to enter the country and work, but only for two years;
  • restructuring the visa system from one that is primarily concerned with family reunification to one based on a complex point system favoring skilled workers with experience with U.S. companies and English proficiency;
  • stronger criminal penalties for immigrants who enter the country illegally or stay in the country past the visa's expiration date.
