Lesson Two: Using Agency Web Sites

Note: In the example, the FCC site
will open in a new, smaller window. To follow the steps
in the research example, after you open the FCC site you
will need to either: 1. press Alt-Tab to toggle between
the two windows; OR 2. scroll up and down within
the windows and click back and forth between them.

Step 1: Open the FCC Web Site
The best way to learn about an agency's web site is to take a look at
one. So let's start with the web site for the Federal
Communications Commission. Like many government web sites, the FCC
has a very complex homepage, and it can seem overwhelming. When you encounter
such a page, you should look for features such as:
- a search option
- a breakdown by suborganization
- a topical index
Step 1A: Find the FCC Site's Search Box
- Look at the top of the FCC's home page
- The Search box is in the upper left corner
Step 1B: Search the FCC Site
- Type telemarketing calls in the search box, and press
enter
- You will get a list of relevant results
Step 1C: Find a document on the Do-Not-Call Registry
- At least one result looks promising: National Do-Not-Call Registry
- When you click on it, you are taken to a page about the Registry
Step 1D: Read the Results
As you read through the second paragraph, you are told that "The
registry is nationwide in scope, applies to all telemarketers (with the
exception of certain non-profit organizations)."
As you read further down, you will discover that the Do-Not-Call registry
will not prevent all unwanted calls.
Step 2: Continuing Your Research
If you scroll down the page, you will find "Major Telemarketing Orders
and Notices."
Step 2A: Find the Regulations and other Notices and Orders
Under the "Major Telemarketing Orders and Notices," you can
look at Rules and Regulations Implementing the Telephone Consumer Protection
Act of 1991. You will look at these regulations when you go to the section
of this tutorial on
Using the CFR.
